Chairman of the State Social Protection Fund Salim Muslumov says the real wage in the country is 2.5 times higher than it shown in the labor contracts. Thus, according to the State Statistics Committee, only 23% of total annual income, which is equal to AZN 30.660 bn - is wage. In Russia, this figure makes 69%, in Kazakhstan - 71%, on average in Europe - 60%. "
Muslumov said that at present, only 31.7% of the working population in Azerbaijan have labor contracts, while in Russia this figure is 89%, in Moldova - 90%. He said that over the past few months, after the President gave serious task in connection with it, labor contracts were concluded again with 180-190 thousand people.
Muslumov said that the State Social Protection Fund proposes to introduce a system of minimum standards for the size of the wage bill in a number of sectors. He expressed that Turkey applies this system since 1964: ‘According to our estimates, the use of such standards will allow to increase the taxes on social insurance by 80-90%for two years.
