Municipalities in Azerbaijan see 23% rise in incomes

Baku. Elnur Huseynguluyev – APA-Economics. In January-September, 2012, Azerbaijan-based municipalities received AZN 16.755 mln incomes, up 23% from year earlier.

State Statistical Committee says 68% of this was formed in the second quarter.

In comparison to a year earlier, excluding Baku’s and Nakhchivan’s municipalities, all local authorities increased their incomes. Most of growth was observed in Ganja-Gazakh region. So, these municipalities received AZN 2.037 mln, up 60% from year earlier.

Most of incomes came from non-taxable incomes. This type of income made AZN 10.597 mln in the budgets and 63% of total budget, of which 41% came from municipality property and land privatization and leasing.

Incomes from usage of property belonging to municipalities tripled, from usage of sanatorium-resort, hotel and tourism incomes – doubled. But, shares of these types in municipal budgets are lower (0.1% and 0.7%).

Besides, incomes from mining tax on local construction materials made AZN 296,400, up 73% from year earlier and share in total budget is 1.8%.

Local self-governmental agencies have spent AZN 15.819 mln of AZN 16.755 mln, that they formed. Spent budget is 94% of formed budget. AZN 7.935 mln was spent to local self-government agencies. Its share in total budget is 50.2%. Besides, AZN 4.228 mln went to housing and communal services, ANZ 1.577 mln – to transport and communication, AZN 1.577 mln – to repair of roads. Last three expenditures have 46% share in local budget.
