Both services were created under the Ministry of National Security of Azerbaijan.
According to the decree, the State Security Service and the Foreign Intelligence Service are due to submit to the Azerbaijani president the draft regulations, proposals on the structure and number of employees within a month.
Moreover, the Cabinet of Ministers has been instructed to ensure the financing of activities of these services with the funds planned to allocate to the Ministry of National Security from the state budget for 2015 and 2016, as well as to resolve the issues related to the material and technical maintenance of the services.
Under other presidential decrees dated Dec.14, Madat Guliyev was appointed the chief of the State Security Service and Orkhan Aslanov the chief of the Foreign Intelligence Service.
