Kazakhstan is completely abandoning the super-presidential system of governance, said President of Kazakhstan Kassym-Jomart Tokayev at an expanded meeting of the government, APA reports, citing Tengrinews.
He emphasized that the provisions included in the new draft Constitution ensure the consistent and logical advancement of the development of Kazakhstan’s political system and are based on the concept of “Strong President – Influential Parliament – Accountable Government.”
According to Tokayev, the political reforms of recent years demonstrate that Kazakhstan has completely moved away from the super-presidential form of governance and has transitioned to a presidential republic with a strong and effective parliament.
Tokayev noted that the proposed changes naturally continue this process and, together with the political reforms of recent years, including the 2022 constitutional reform, reveal the necessity of a complete restructuring of the country’s constitutional foundations: “In fact, this is about building a new system of state governance. The proposed innovations will make it possible to redistribute powers, strengthen a balanced system, and, most importantly, increase the effectiveness and sustainability of all political institutions. In the new draft Constitution, the principle ‘not a person for the state, but the state for the person’ has taken on a more realistic form. This is a goal we have been consistently advancing toward since 2019.”
