Moscow does not believe that the renewed dialogue with Washington has reached a deadlock, Kremlin spokesman Dmitry Peskov said, APA’s Moscow bureau reports.

According to him, the Kremlin does not consider the dialogue between Russia and the United States to be at a standstill.

Responding to a question about whether Russia’s tests of the “Burevestnik” and “Poseidon” systems and the U.S. plans to resume nuclear weapons testing indicate a breakdown in dialogue, Peskov said: “No, that’s not the case.”

The Kremlin’s official representative also stated that Russia and the United States have not entered into a new arms race.

However, he noted that Russia and the U.S. have not yet held expert-level talks on nuclear disarmament, although the topic remains on the agenda: “The need for such expert discussions has been repeatedly emphasized during contacts. This is a very complex issue, and negotiations on this topic always take time. However, those detailed expert-level discussions have not yet begun,” he said.

Peskov also emphasized that the United States has not made any proposals to Russia regarding the START Treaty, saying: “So far, there have been no substantive proposals from Washington. There is no progress to speak of.”

The Kremlin spokesperson further clarified that Russia’s tests of the nuclear-powered Burevestnik missile do not fall under the international restrictions on nuclear weapons testing: “If U.S. President Donald Trump refers to the Burevestnik test as a nuclear test conducted by some country, that is absolutely not the case. All countries develop their defense systems, but this is not a nuclear test,” he said.

Peskov stressed that if any country refuses the moratorium on nuclear tests, Russia will act accordingly.

He added that Russia hopes information about the Poseidon and Burevestnik tests will be conveyed to former U.S. President Donald Trump accurately: “In the sense that these cannot in any way be interpreted as nuclear tests.”

It should be noted that U.S. President Donald Trump earlier announced that he had instructed the Pentagon to immediately resume nuclear weapons testing. However, the U.S. administration did not specify what kind of tests were being referred to, or whether they would involve the detonation of nuclear warheads.

As a reminder, Russian President Vladimir Putin, during a meeting with soldiers wounded in the war in Ukraine on Wednesday, stated that Russia had successfully tested the Poseidon unmanned underwater vehicle powered by a nuclear reactor, which he described as even more powerful than the intercontinental ballistic missile Sarmat.
