APA reports quoting IRIB that in his letter to the U.S. Congress, Barack Obama said that Tehran is still an extraordinary threat to Washington: “The Iranian government’s specific actions and policies are contrary to the U.S. interests in the region. This case is also regarded as extraordinary and unusual threat to the U.S. economy, foreign policy and national security. So I decided to extend state of emergency against Iran and maintain basic sanctions imposed against Tehran to combat this threat.”
There are a number of other ongoing national emergencies of this type. Especially noteworthy are the ongoing states of emergency declared on November 14, 1979 regarding the Iran hostage crisis, that declared on March 15, 1995 with respect to Iran, and that declared on September 14, 2001 through Bush's Proclamation 7463, regarding the September 11 attacks. Since then the state of emergency is extended every year. The reason is continued threat of terrorism against the U.S.
