“Our goal is not only to build houses that serve as physical shelters, but to create safe, sustainable and livable communities where former internally displaced persons can return with dignity and confidence," Vahid Hajiyev, Special Representative of the President of the Republic of Azerbaijan for the Jabrayil, Gubadli and Zangilan districts, said during a panel session on urbicide and its consequences organized by the AIR Center within the framework of WUF13, APA reports.
He stated that the destruction in the Jabrayil, Gubadli and Zangilan districts is the result of a great tragedy: “Destroyed houses and ruins are the last traces of once-developed cities, settlements and villages in Eastern Zangezur. People lived on these lands in peace, dignity and prosperity. However, the occupation tragically interrupted this life, displaced hundreds of thousands of people from their native homes, separated families and created large-scale destruction and devastation. This destruction was not limited to buildings alone. It was a tragic example of the deliberate destruction of urban life and settlements. Alongside this, ecocide through severe environmental degradation also occurred, as well as cultural genocide accompanied by the destruction of historical, cultural and spiritual heritage that had been part of the identity and collective memory of these regions for centuries.”
The special representative spoke about revival after destruction, resilience after suffering and the purposeful transition from devastation to sustainable development and regional connectivity: “All these territories were heavily contaminated with mines, and this is one of the main problems we currently face in the construction process. This is also one of the main reasons why construction work is slowing down in some areas.”
