Housing policy is not just about building homes, it is an investment in the country’s future, said Uruguay’s Minister of Housing and Territorial Planning, Tamara Paseyro, during the panel discussion titled “Environmentally Sustainable and Resilient Settlements” held within the framework of WUF13, APA reports.
The Uruguayan representative said that housing policy is not only a housing issue, but also one of the main directions of social and economic development. According to her, housing policy directly affects the effectiveness of areas such as healthcare, education, security, and social welfare.
The minister emphasized that without adequate and stable living conditions, the successful implementation of other social policies is not possible. “People’s access to economic and educational opportunities depends on how and where they live,” she said.
In addition, the main experiences gained by Uruguay in the field of housing policy were also discussed. It was stated that prioritizing families with children is one of the most effective approaches in the long term period. According to statistics, one-third of children in Uruguay live in conditions of multidimensional poverty and face serious housing problems.
The official noted that the location of housing is just as important as the housing itself. It was emphasized that residential areas located far from workplaces, educational institutions, and transportation networks create an additional financial and time burden for low-income families.
The issue of developing informal residential neighborhoods was also addressed at the forum. The Uruguayan representative stated that these neighborhoods are not only a result of housing shortages, but also part of local economic activity. The state’s goal is not to demolish those areas, but to integrate them into urban planning and the economic system.
The minister concluded by emphasizing that a successful housing policy can only be achieved through cooperation between the public and private sectors, as well as the active participation of local communities.
