Azerbaijan’s housing agency emphasizes transparency and digitalization in housing allocation

The main principles of the State Housing Development Agency in the field of housing development have been announced, said Chief of Staff of the State Housing Development Agency, Jamshid Amirov, during an event dedicated to the Master Plan of Baku held within the framework of WUF13, APA reports.

“Improving citizens’ living conditions has always been one of the main priorities of President of the Republic of Azerbaijan Ilham Aliyev. At the same time, meeting housing needs through affordable housing provision is also among the highest priorities. In this regard, the State Housing Development Agency was established as a manifestation of the country’s housing policy.

Overall, the Agency has implemented 19 projects, and to date, the construction of 11 projects covering more than 14,000 affordable apartments has been completed. The Agency has also successfully completed three projects in the liberated territories.

The Agency continuously conducts research and identifies suitable land plots for the implementation of future projects. In this process, proximity to workplaces as well as environmentally clean areas are of special importance. At the second stage, the Agency applies to the government for the allocation of appropriate land plots. After the land is allocated, special attention is paid during the design process to construction standards, safety, and the energy efficiency of projects.

At the next stage, the Agency organizes the efficient use of financial resources and ensures the construction process. Afterwards, the apartment sales process is carried out entirely in real time.

If we speak about the advantages of our apartments, there are many important points to note. For example, the prices of apartments offered to citizens are 25 percent or more below market prices. In addition, there is the opportunity to benefit from long-term mortgage loans with low interest rates. In this case, the down payment amounts to only 10 percent of the total amount.

The apartments are delivered fully renovated, together with kitchen furniture and heating systems. At the same time, residential complexes are located in environmentally clean, safe, and comfortable areas of cities. During the design process, social infrastructure elements such as schools, kindergartens, medical centers when necessary, spacious courtyards, green zones, playgrounds, and bicycle lanes are also taken into account. Access to public transport is also ensured for the projects.

Today, technologies provide countries and governments with broad opportunities to maximize efficiency. Taking this into account, we have developed the ‘Subsidized Housing’ electronic system. This system creates equal conditions for citizens and simplifies the procedure for obtaining housing. Applications from eligible citizens covering many social groups are accepted online in real time. The submitted information is verified through integrated systems of relevant state institutions,” he noted.

Jamshid Amirov stated that participants take part in apartment selection equally and transparently regardless of registration date or queue number:

“Public-private partnership is an approach that plays an important role in housing development. The attraction of private investments is of particular importance in our activities. Within this framework, investments are directed not only toward the construction of buildings, but also toward the installation of telephone, television, and internet lines, as well as the construction of shopping centers, parks, and public dining facilities.

As a result, our Agency has successfully ensured the minimization of state financing. These public-private partnership models also support the active participation of the private sector in implementing housing solutions.

It should be noted that affordable housing should not only be financially accessible, but must also be integrated with public transport, social infrastructure, green areas, and, of course, employment opportunities. Our goal is not simply to build more housing, but to create healthier and more connected communities.”
