On October 22, an international plenary session titled “The Role of Prosecutor’s Offices in Climate Governance” began its work within the framework of COP30 in the city of Belem, Brazil, the Press Service of the Prosecutor General's Office told APA.
A delegation led by the Prosecutor General of the Republic of Azerbaijan Kamran Aliyev is participating in the event.
Speaking at the opening ceremony, the Prosecutor General of the Federative Republic of Brazil, Paulo Gonet, emphasized the increasing role of law enforcement, especially prosecutor’s offices, in combating climate change and highlighted the importance of international cooperation in this area.
Paulo Gonet also expressed his special gratitude to the Republic of Azerbaijan for successfully hosting COP29 and for the high-level international event titled “Mobilization of Law Enforcement Agencies in Combating Climate Change,” organized by the Azerbaijani Prosecutor’s Office in the Blue Zone within the framework of this international conference.
Speaking at the plenary session, the Prosecutor General provided detailed information on the measures taken in the country to combat climate change under the political will and leadership of the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, the multifaceted work carried out in the field of environmental protection, including the improvement of legislation, and the active role of the prosecutor’s offices in this process.
During the speech, the remarks of our Head of State on the ecological situation of the Caspian Sea, delivered on September 25, 2025, at the 80th session of the UN General Assembly in New York, were touched upon emphasizing the importance of uniting regional efforts in combating environmental crimes in the Caspian Sea.
The Prosecutor General also stated that close cooperation is being carried out with international organizations such as the United Nations Office on Drugs and Crime (UNODC), the International Association of Prosecutors (IAP), and the Organization of Islamic Cooperation (OIC).
He noted that on November 15, 2024, within the framework of COP29, a high-level international event on the topic of “Mobilization of Law Enforcement Agencies in Combating Climate Change” was organized by the Azerbaijani Prosecutor’s Office, with more than 200 foreign and local representatives participating in the event.
Within the framework of the event, the “Belem Declaration” was adopted.
The declaration reflected the responsibilities of prosecutor’s offices in environmental protection, ensuring climate justice, and strengthening international cooperation in this area.
After the plenary session, the Prosecutor General gave an interview to Brazil’s leading television channels.
During the interview, the experience accumulated by the Azerbaijani Prosecutor’s Office in combating climate crimes, the importance of strengthening international cooperation and exchanging experience, the existence of close ties and an environment of trust between both countries and prosecutor’s offices, as well as the high-level cooperation established at the level of national leaderships were emphasized.
Additionally, the Prosecutor General recalled the “Baku Call to Action” document adopted at the end of the high-level international event organized by the Azerbaijani Prosecutor’s Office within the framework of COP29, noting that both this initiative and the “Belem Declaration” make significant contributions to ensuring climate justice on a global scale and to increasing joint efforts against environmental crimes.
