Committee for adaptation of released to be established

Social Union of Monitoring of Detention places held round-table to discuss the draft bill. The chief of the union Kamil Salimov said that the problems concerning social adaptation of prisoners has not been discussed. He stated that, the prisoners meet with some problems after their release. They prefer to go back to prison, as they do not have places to live and to work. According to the results of the researches, the number of repeated crimes contains only 20-30 per cent. Alimammad Nuriyev said that he worries about the prisoners that they do not adapt social problems. He stated that concrete committee should be established to solve the prisonersâ€™ problems. The chief of Penitentiary Service Staff Musa Humbetov said that the draft bill is not ready yet and that is why it is not necessary to discuss it. He stressed that 90 per cent of the prisoners are reformed and they return to their families, but the number of those who commit crimes again are less. He said that the bodies to solve the adaptation of prisoners are divided into three groups: special body attached to justice Ministry, independent organization financed by state, the Ministry of Labour and Social Protection of Population.
â€œWe should choose one of these. I think that if concrete organization does it, it will be more effective,â€? he said.
He denied the fact about repeated crimes and said that these crimes contain only 8-10 per cent. So, the perfect model should be chosen to solve social adaptation problems. /APA/
