National Security Ministry issues another statement on anti-terrorist operations carried out in Azerbaijan
“As reported earlier, the Ministry of National Security has recently rendered harmless the armed group that planned to commit provocative acts and terrorist attacks with the view of violating socio-political stability the Azerbaijan Republic. It was found out that in summer, 2011, the citizen of Azerbaijan Padarov Vugar Ispakhan formed an armed group with the view of making preparations for the provocative acts and terrorist attacks, provided the members of the group with firearms, munitions, explosives.
It became known that with the help of the representatives of Al Qaeda, some members of the armed group attended special religious, psychological trainings in the medreses in the Syrian Arab Republic with the view of getting ready for jihad. Following this, some of the members of the armed group came to Waziristan province of the Islamic Republic of Pakistan. They attended military, religious trainings with the Islami-jihad terrorist group under Al Qaeda, learned shooting from various small arms, missiles, mortars, prepare explosives and plant mines. Later, those persons participated in the military operations against anti-terrorist coalition in Paktika, Paktia, Khost, Kandahar and Helmand provinces of Afghanistan.
Other members of the group passed two-month weapons and physical training in the Islamic Republic of Iran. Active member of the armed group Elmir “Maga†Nuraliyev left for Dagestan in August, 2010 and were involved in the terrorists attacks and other criminal actions in Dagestan together with “emirs†Abu-Hureyra, Israpil “Hasan†Velijanov and Ibrahimkhalil “Saleh†Davudov, who linked to Al-Qaeda global terrorist network.
Later that year, Elmir Nuraliyev met Vygar “Busra†Padarov in the Ibrahimkhalil Davudov’s secret camp near Kadar village of Dagestan. Padarov offered Nuraliyev to do jihad in Azerbaijan. The purpose was to commit series of terrorist attacks in some regions of Azerbaijan, to create atmosphere of uncontrollability, confusion and horror among the population, to kindle ethnic and religious confrontation, to break stability and to damage the republic’s image. They were planning to commit terrorist attacks against the shrines, mosques and prayer houses of other religious confessions, to attack the law-enforcement agencies, to kill their officers and to seize arms and ammunitions in the administrative buildings. Share of duties, schemes of targets, working schedule and number of staff members of the targeted organizations, positions of snipers and other factors were determined between the group members.
They also considered creating shelters, temporary residences, trench shelters in the Dagestan’s border and forestry regions.
The Ministry of National Security conducted large-scale special operations in the cities of Baku, Ganja, Sumgayit, in the regions of Gakh, Zagatala, Sheki, Gusar, Absheron and Khachmaz to disarm the dangerous group, which seriously threatened the socio-political life of the country, to prevent the terrorist attacks.
Armed resistance by the group in some cases was prevented and members of the group, citizens of the Republic of Azerbaijan – Nuraliyev Elmir Maarif, Sultanov Faig Sahib, Muradov Amir Zakrulla, Aliyev Aghasadig Tofig, Abbasoglu Nariman Israfil, Hasanov Aydin Azad, Hasanov Arif Azad, Lalayev Bahruz Mahmud, Ashurov Rashad Rajab, Ashurov Majid Ahmadovich, Padarov Mehdi Ispakhan, Yunusov Nasrullah Arif, Efendiyev Rauf Aydin, Hamidov Elmir Kamal, Mammadov Mammad Shaban, Allahveridyev Ruslan Sahib, Suleymanov Faig Suleyman, Garajayev Teymur Mahammad and Lalayev Mahmud Bagi were detained.
The investigative department of the Ministry of National Security is investigating the above-mentioned facts in accordance with relevant articles of the Azerbaijan’s Criminal Code. The investigative measures and searches are being continued for identifying other participants of these illegal actions. The public community will be informed about the results of investigation.
