Interior Ministry holds board meeting

Baku. Hafiz Heydarov – APA. The Interior Ministry of Azerbaijan held a board meeting dedicated its activity in the field of combating crimes and providing public order and security in 2009 and duties laid ahead. Interior Minister Colonel-General Ramil Usubov opened the meeting and made report on the ministry’s activity in 2009, press service of the Interior Ministry told APA. The minister said Azerbaijan has already become one of the stable countries in CIS and Europe providing security of the people in a high level for long years. As a result of joint preventive measures taken together with other law-enforcement agencies of the republic, positive results of previous years were saved and developed in some directions last year. 22830 criminal cases were identified and 96 percent of which are violations of law which were investigated within the authorities of interior and prosecuting bodies. Only 11.7 percent of those cases were grave and publicly dangerous crimes. Deliberate murder cases were reduced by 2.4%, robbery – 4.1%, brigandage – 8.9%, extortion – 48%, carjacking – 13.6%. The kidnapping and banditry cases were not identified.

The minister said 87.7 percent of criminal cases were disclosed, 1718 facts more than against 2008. Index of crime disclosures improved by 4.5 %, including deliberate murders – 2.1%, deliberate harming health – 5.6%, brigandage – 12.5%, extortion – 6.8%. One of the important points of the ministry’s activity is that 376 crimes not disclosed for the past 20 years, including 113 grave crimes like deliberate murders, robbery and brigandage, theft and others were cleaned. The persons, committed 200 crimes, including 20 deliberate murders and two murder attempt, 26 deliberate harming health, 8 brigandage, 8 robberies, 9 thefts, 113 carjacking, were detained hot on the trail.

Ramil Usubov underlined that “102” Call Center and “Safe city” service established due to the special care of President played an important role in combating crimes, taking urgent measures against illegal actions. Basing on the information received by “102” service, 125 crimes, including 10 premeditated murders, 4 facts of robbery, 8 facts of plundering, 63 facts of hooliganism, 23 facts of theft, 7 facts of hijacking of transport means were solved, 1623 violations of law were prevented.
About 6000 administrative offences against traffic rules were determined using the technical opportunities of the “Safe city” service.

It was said that 15,217 people were held accountable, 2,441 wanted people, including 134 hiding in CIS and other foreign countries, had been arrested. The whereabouts of 67 people wanted by the National Central Bureau of Interpol in Azerbaijan and 23 people wanted by the Interpol member states were determined. Noticeable results were achieved in detaining the persons wanted for grave crimes, including premeditated murder, kidnapping, robbery, raping.

The struggle against organized crimes was systematic. 436 groups uniting 955 people and 24 organized gangs composed of 141 people were rendered harmless. 1,115 illegal firearms, over 166,000 cartridges, 72 crimes were committed with the use of firearms, the number did not change compared with 2008. 16 facts related to manufacturing or selling of fake banknotes were determined and 2107 fake banknotes worth 194,000 were removed from illegal turnover.
Generally, works on strengthening of mutual relations with civil society, as well as transparency, clearness in service activity had positive influence on protection of legality; consequently the number of revealed lawbreakings reduced by 7%, on this basis the number of people brought to responsibility reduced by 10,7%.

Chief of department on work with the law-enforcement bodies of Azerbaijan’s Presidential Administration Fuad Alasgarov delivered speech on successful legal reforms in the country, construction, development procedures in the republic. He noted that personal membership of Interior Ministry’s body did it best to provide security in these processes.

Speaking about the works and shortcomings during the reporting period, the event participants noted that effective measures would be taken within the first term of the current year.

At the conclusion of the board meeting, General-Colonel Ramil Usubov noted that the Interior Ministry’s activity within the last reporting period was satisfactory. He also set tasks and recommendations on elimination of shortcomings.
