Russian Foreign Ministry issues statement on fifth anniversary of November 9 agreement

The Russian Ministry of Foreign Affairs has issued a statement on the fifth anniversary of the ceasefire agreement signed between the leaders of Russia, Azerbaijan, and Armenia in the conflict zone of the Karabakh region of Azerbaijan, APA’s Moscow bureau reports.

The statement notes that “hours of negotiations between the leaders of the three countries put an end to bloodshed and a number of measures were initiated to restore peace in the region.”

It was recalled that in accordance with the statement dated November 9, 2020, the Russian Peacekeeping Contingent was deployed to the region. It was emphasized that since the beginning of the peacekeeping operation, the Russian Civil Defense forces have cleared 2,550.2 hectares of territory from explosive devices, demined more than 689 kilometers of roads, that 1,940 buildings were inspected, and 26,794 explosive devices were detected and neutralized.

“The exchange of detainees and prisoners of war was organized. In total, 213 people were returned, of whom 189 were returned to Armenia and 24 to Azerbaijan. After the resumption of military operations in September 2023, Russian military personnel ensured the ceasefire and the safety of civilians, accommodated approximately 5,000 civilians, including more than 2,000 children, and facilitated the safe passage of the Armenian population to Armenia. The peacekeepers continued to perform their duties until June 12, 2024, when they returned home.”

At the Moscow summit on January 11, 2021, on the proposal of Russian President Vladimir Putin, it was decided to establish a Trilateral Working Group under the joint chairmanship of the Deputy Prime Ministers of the Republic of Azerbaijan and the Republic of Armenia and the Deputy Prime Minister of the Russian Federation to open all economic and transport links in the region.

On November 26, 2021, in Sochi, the leaders of the three countries, at the request of the parties and with the advisory assistance of the Russian Federation, agreed on the establishment of commissions for the delimitation and subsequent demarcation of the state border between the Republic of Azerbaijan and the Republic of Armenia.

In the meeting held in Sochi on October 31, 2022, the heads of state, building on the existing progress and with the assistance of the Russian Federation, emphasized the importance of actively preparing for the conclusion of a peace treaty between the Republic of Azerbaijan and the Republic of Armenia to achieve lasting and long-term peace in the region. They also agreed to make efforts to resolve outstanding issues, including humanitarian matters,” the statement noted.

It was also noted that in total, four high-level statements constitute the roadmap for the peace process: “These agreements remain in force and retain their relevance. The Azerbaijani and Armenian sides actively utilize the important foundations established in the trilateral format through direct dialogue. There is still much work to be done to make the process of normalizing bilateral relations between Baku and Yerevan irreversible, including the signing of a peace treaty, the restoration of transport and economic links in accordance with the interests of all South Caucasus countries and their immediate neighbors, the fair delimitation and demarcation of the state border, as well as the establishment of effective civil society connections. The Russian side is ready to provide comprehensive assistance to the Azerbaijani and Armenian partners in all areas, including within the framework of the 3+3 Regional Cooperation Platform (Azerbaijan, Armenia, Georgia, Russia, Iran, and Türkiye).”

In this context, the Russian side positively assessed the initialing of the draft Agreement on the Establishment of Peace and Interstate Relations between the Republic of Azerbaijan and the Republic of Armenia by the foreign ministers of Azerbaijan and Armenia in Washington on August 8, 2025.
