Azerbaijan’s Ambassador to Russia, Rahman Mustafayev, met with Russian Deputy Foreign Minister Mikhail Galuzin, the Russian Foreign Ministry said in a statement, APA’s Moscow bureau reports.
It was stated that the appeal submitted by Azerbaijan regarding the damage to the buildings, property, and territory of Azerbaijan’s diplomatic mission in Kyiv on November 14 has been carefully reviewed by the relevant Russian authorities.
The Russian side expressed sincere regret over the incident.
At the same time, based on the review of available information, it was determined that the damage to the Azerbaijani diplomatic mission complex in Kyiv was most likely caused by a malfunction of the Ukrainian Armed Forces’ air defense systems — presumably the strike of a Patriot missile.
Azerbaijan was once again informed that during the special military operation, the Russian Armed Forces target only legitimate military facilities, including those of Ukraine’s defense industry, even facilities located in Kyiv. It was emphasized that during strike planning, combat data is carefully monitored to avoid harm to civilians, and the locations of foreign diplomatic missions are taken into account.
In this context, it was stressed that allegations of “deliberate missile strikes” on Azerbaijani facilities in Ukraine do not reflect the truth.
Both sides reaffirmed their mutual commitment to developing bilateral relations in line with the Declaration on Allied Cooperation between the Russian Federation and the Republic of Azerbaijan signed in Moscow on February 22, 2022. They also discussed the schedule of upcoming high-level contacts. The achievements in the development of bilateral economic cooperation and the importance of fully restoring cultural and humanitarian ties were highlighted.
The Russian side emphasized the importance of the speedy release of 11 Russian citizens detained in Baku on June 30 – July 1 of this year as a significant step toward normalizing bilateral relations.
Regional issues were also discussed, including Russia’s potential assistance in normalizing Azerbaijan-Armenia relations based on the high-level trilateral agreements reached in 2020–2022. Matters related to ensuring the smooth functioning of the “3+3” Regional Cooperation Platform were also addressed.
