Achievements of COP29 hosted by Azerbaijan highlighted at COP30

Speaker of the Milli Majlis (Parliament) of Azerbaijan, Sahiba Gafarova, delivered a speech at the Leaders’ Summit of the 30th session of the Conference of the Parties (COP30) to the UN Framework Convention on Climate Change, held in Belém, Federative Republic of Brazil, the Press and Public Relations Department of the Milli Majlis told APA.

In her address, the Speaker provided detailed information about the key achievements of COP29, which was hosted by Azerbaijan. She noted that despite major obstacles and uncertainties, Azerbaijan, under the leadership of President Ilham Aliyev, resolutely implemented this process, hosting one of the most successful COPs. At COP29, Azerbaijan managed to bridge divisions among parties and achieve a historic consensus on issues that had remained unresolved in previous negotiations.

Speaker Sahiba Gafarova recalled that during COP29, Azerbaijan succeeded in the adoption of the Baku Financial Goal, which envisions mobilizing USD 300 billion annually for developing countries starting from 2025. According to her, this represents the largest financial package ever achieved under the United Nations. In addition, COP29 set a target to increase annual climate finance for developing countries to at least USD 1.3 trillion by 2035. To achieve this, Azerbaijan worked closely with Brazil to prepare the Baku-Belém Roadmap.

The Speaker of the Milli Majlis recalled that COP29 has also achieved successful results in fulfilling a number of other major mandates it has undertaken. According to her, one of these is the completion of the rules regulating carbon markets within the framework of Article 6 of the Paris Agreement, thus making it fully operational 10 years after the adoption of the Paris Agreement.

It was noted that COP29 has also ensured the full operationalization of the Loss and Damage Fund and its readiness to disburse resources starting from 2025. The Enhanced Transparency Framework, which is an important step in ensuring transparency and accountability in global climate action, has also been activated. In addition, agreements were reached on a wide range of important mandates related to reducing the impacts of loss, adaptation, gender, indigenous peoples, and other interrelated priorities.

The Speaker of the Milli Majlis, noting that Azerbaijan pays great attention to supporting the most vulnerable groups, emphasized that our country has made this commitment a key element of its COP29 Presidency. To this end, Azerbaijan provided financial support for the participation of representatives of Small Island Developing States (SIDS) and Least Developed Countries (LDCs) at COP29. During the Leaders’ Summit at COP29, Azerbaijan organized a special conference for SIDS, providing a platform for their specific concerns and priorities to be heard at a high political level.

It was reported in the speech that, in parallel with the negotiations, the COP29 Presidency prepared an Action Agenda consisting of 14 initiatives covering all key aspects of the Paris Agreement. The main goal of this agenda is not only to set targets but also to achieve the creation of the necessary infrastructure and the implementation of practical measures to reach these targets. However, apart from these results, it was emphasized that COP29 also restored confidence in the multilateral system. COP29 demonstrated that even in times of geopolitical tension, mistrust, and economic uncertainty, countries can still come together and act jointly for the common good. This was a true demonstration of the triumph of multilateralism that Azerbaijan managed to establish despite facing continuous challenges.

Azerbaijan, together with the COP28 and COP30 Presidencies, demonstrated a strong commitment to promoting ambitious Nationally Determined Contributions (NDCs). The country has shown the same determination in updating its own NDCs, moving its 2050 climate target forward by 15 years to be achieved during the next NDC cycle in 2035. This reflects Azerbaijan’s enduring commitment to climate action, even as it continues extensive reconstruction and demining efforts across the 20% of its territories that were previously occupied and devastated.

Sahiba Gafarova concluded by expressing Azerbaijan’s full support for Brazil’s COP30 Presidency in realizing its vision of an “Implementation COP,” and called on Brazil to continue advancing this critical process, take decisive actions, and adopt essential resolutions for the future of our planet.
