APA reports that the discussion of report on the condition of regional and local democracy in Azerbaijan was included into the agenda of the session’s meeting yesterday.
The report was made by Jos Wienen and Gudrun Mosler-Törnström.
The document says that majority of recommendations, which were noted in the first report in 2003, have not been fulfilled yet. The recommendations include increase of the financial resources allocated for municipalities and the right of free use of financial resources.
Moreover, the Congress called on the government of Azerbaijan to adopt a law on special status of Baku and hold democratic elections to the local self-governing authorities in Baku.
