Venice Commission adopts two opinions concerning Azerbaijan

Press servive of the Venice Commission told APA that the first opinion is about the draft Law “on obtaining information on activities of the courts”. On 3 July 2009, Mr Ramiz Mehdiyev, the Head of the President’s Administration of the Republic of Azerbaijan, has asked for opinion of the Venice Commission on the draft Law “about obtaining information on activities of the courts of Azerbaijan” The Venice Commission made a conclusion that on the whole, the draft Law seems to be in line with European standards public access to information, even if some parts are mostly declarative. The second opinion is about the draft Law on additions to the law on the status of municipalities. The commission made a conclusion that the reform proposed by the draft law is rather limited and include only three new articles. “A wide discretion given to the state authority in charge of the supervision of the activities of municipalities seems excessive, and is not in line with the principle of proportionality guaranteed by the European Charter on Local Self-Government”.
