German Bundestag: UN, Council of Europe and OSCE resolutions on Nagorno Karabakh must be fulfilled

The resolution was entitled “Strengthening of security, stability and democracy in the South Caucasus”. Bundestag, the supreme power of Germany, recognizes the territorial integrity of all three South Caucasian countries and supports the solution to the regional conflict based on the principles of territorial integrity and sovereignty of those countries, the German parliamentarians said in the resolution. Inadmissibility of the border changing without agreement with the countries is observing as the main principle of international law. “All countries must recognize the rights of Armenia, Azerbaijan and Georgia to choose their partners and allies set up in the OSE Paris Charter. The OSCE Charter principles are securing the principles of territorial integrity and sovereignty. The borders can be changed only on the basis of agreement between the sides. These principles are the basis of all efforts toward the solution to the conflicts in the South Caucasus and other regions of the Europe”.

Bundestag called on the German government “to mobilize all its efforts for fulfillment of UN, Council of Europe and OSCE resolutions on the Nagorno Karabakh conflict”. Bundestag urged the government to intensify its activity toward the solution of this problem, including the returning of refugees and internally displaced persons to their homeland. The unresolved conflicts are always intensifying the tensions and leading to the armed confrontation, which can cause undesirable results for the region, for neighboring countries and whole Europe.

Moreover, the resolution covers reinforcement of stability in the South Caucasus, improvement of democracy, restoration of infrastructure, energy cooperation and simplification of visa regime. It is underlined that all three countries of the South Caucasus, the region ensuring the relations of Europe with the Central and South-Western Asia, play important role in energy supply of Germany and Europe as producer of oil and gas and as a transit territory. Strengthening relations with the region, supporting Czechia’s intention to realize Nabucco project during its EU chairmanship, helping improvement of infrastructure in the countries of the region within the framework of European Union’s Eastern Partnership were underlined in the resolution.

German Bundestag expressed its intention to sign agreements simplifying visa regime with the countries of the region to ensure associative contracts and active social relations with the region.

In the first parliamentary hearings on the resolution, all factions represented in German Bundestag – Christian democrat and Christian socialist unions, independent democrats, social democrats, leftists and the green unambiguously condemned the occupation of 20 percent of Azerbaijani territories and underlined that Armenia must withdraw forces from Azerbaijani lands and Nagorno Karabakh conflict should be solved within Azerbaijan’s territorial integrity. Displacement of the people as a result of ethnic cleansing in the occupied territories was condemned in the hearings, it was noted that the displaced peoples hould return to their native lands.

The resolution was adopted without discussions in the second parliamentary hearings.
