Amid recent global political, social, and economic developments, the need for establishing reliable statistics to support swift decision-making, explaining those decisions, and assessing the current situation has increased significantly, said Chairman of the State Statistical Committee Tahir Budagov at the 3rd International Statistics Forum held in Baku, APA-Economics reports.
He noted that the rapid development of information technologies and the emergence of alternative and non-traditional data sources require the continuous modernization of statistical processes and the formation of highly qualified personnel with strong potential: “The national statistical system of Azerbaijan, which considers responding properly to national and global challenges as its main goal, has in recent years continuously strived for progress and, through serious reforms, has developed in line with new requirements.”
The development of the Azerbaijan national statistics system is connected with the name of the national leader Heydar Aliyev. On the basis of the legal framework created under his leadership, the formation of a national statistics system in accordance with the principles of the market economy was started, and the reforms successfully continued in subsequent years gave a strong impetus to the development of official statistics. Six state programs adopted upon the initiative of the head of state have been successfully implemented.
Within the framework of these programs, important measures have been taken in the following directions: preparation and application of national classifications, modern methodologies, establishment of the national accounts system, creation of new statistical fields, meeting the data demand of users, development of electronic statistics, reducing the statistical reporting burden on entrepreneurs, increasing the efficiency of official statistics production processes, implementation of a quality management system, processing of metadata, and strengthening the material-technical base of statistical bodies.
Tahir Budagov noted that as a result, reforms carried out in the Azerbaijan national statistics system have been highly valued in global assessments conducted by international organizations, and its compliance with international standards has been confirmed:
“Thanks to the preparation and dissemination of official statistical data, the State Statistical Committee has received an international conformity certificate for the ISO 9001:2015 quality management system from reputable international audit companies. The Committee is not only the first central executive authority of our country to receive this certificate but also the first statistical agency in the CIS region to achieve this accomplishment.
Currently, a draft of the new state program for the development of official statistics for 2026–2030 has been prepared and agreed upon with the relevant state bodies. This program defines the new goals facing the national statistics system.”
He noted that the main priorities are benefiting from international experience to strengthen national potential, contributing to the improvement of the international methodological base based on advanced national experience, and exchanging experience on the application of statistical innovations using modern information and communication technologies:
“For this purpose, the State Statistical Committee cooperates with many international organizations and relevant bodies of foreign countries.
I would especially like to mention cooperation with the Statistics Committee of the Republic of Korea. Between 2018 and 2022, five projects were implemented with this institution, and within the framework of these projects, the Azerbaijan Statistical Information Service – ASIS, the electronic data dissemination system, the administrative data management system, and electronic training portals were put into use.”
