Baku-APA. Ukrainian authorities intend to turn to their Western allies for help in the return of the Crimea under the control of Kiev. According to the head of state Petro Poroshenko, his top priorities in the coming 2016 will be the return of Donbas and Crimea. For this purpose he suggested the international format of negotiations. This statement Poroshenko made during the big final press conference on events in 2015, live coverage of which was «the Fifth channel», APA reports quoting local media.
«The struggle for the return of the Crimea also remains a priority agenda. We will offer to create the international mechanism of de-occupation of the Peninsula. Optimal format for this mechanism, I consider the format «Geneva plus»: with the participation of our partners from the EU, United States, and possibly countries-signatories of the Budapest Memorandum,» — said Poroshenko.
The Budapest Memorandum, which mentions the Ukrainian President, was signed in 1994 by Ukraine, Russia, UK and USA. Signatory States in connection with the removal from the territory of Ukraine of nuclear weapons has pledged to respect the sovereignty of Ukraine, to refrain from using force against her.
«Such complex problems as the return of Donbas and Crimea, I plan to solve primarily political, diplomatic and international legal means. I emphasize once again our firm commitment to the full implementation by all parties of any and all points of the Minsk agreements. No revision of the Minsk agreements, we will not allow it!» — assured the Ukrainian leader.
This Poroshenko ruled out the possibility of resumption of the supply of electricity to the Crimea in the Russian Federation. According to him, Ukraine is ready «to provide supplies of electricity (in Crimea), but in the contract it should be written: the electricity supply to the company such and such, which is located in the Autonomous Republic of Crimea, Ukraine».
«We are ready to supply electricity, but in Ukrainian Crimea. Want — take it, do not want — we will wait until the Crimea will be Ukrainian,» Poroshenko said. «Live in the Crimea citizens of Ukraine, Ukrainians. We do everything in order not to complicate their lives», he said. This Poroshenko added that the administration of the Peninsula itself abandoned electricity from the mainland.
On the eve of the deputies of the State Council of the Crimea has turned to Russian law enforcement agencies to investigate the act of genocide on the part of Ukraine, which considered the blockade of the Peninsula.
«The state Council of the Republic of Crimea (…) calls on the General Prosecutor of the Russian Federation, Investigative Committee of the Russian Federation to conduct an investigation on the fact of implementing genocide against the people of the Republic Crimea by deputies of the Verkhovna Rada of Ukraine, including the creation of criminal gangs whose purpose is the infliction of harm of life and health of people in blockade of the Crimea», — stated in the document.
The deputies also requested the assistance of Russian law enforcement agencies in the preparation of appeals to various international organizations, including the General Assembly and the UN Security Council, for the purpose of conducting investigation on the fact of violation by Ukraine of obligations on the prevention of genocide, made by Kiev, have signed a Convention, and also to punish Ukraine for not taking «all possible measures to end the genocide against the Republic of Crimea».
In the state Council of the Crimea believe that the crimes of the so-called blockade, should not be expire. «We are convinced that the terrorists and their supporters who have encroached on life and health of the civilian population of the Crimean Federal district, not to evade responsibility. This crime has no Statute of limitations, and sooner or later the guilty must be punished», — the statement says.
Problems with electricity in the Crimea began about two months ago. November 22, 2015 the Peninsula was completely de-energized because of the undermining of the supports out of order, all four power lines coming from Ukraine. Ukrainian activists blocked damaged bearings, not allowing them to repair. In early December, the blockade has stopped, but on the Peninsula have preserved a state of emergency.
This is due to the interruption of the supply of electricity from Ukraine from 1 January 2016 in accordance with the contract. On the night of December 31, Kiev, according to the Ministry of energy of the Crimea fully stopped the supply of electricity to the Peninsula. According to some reports, this happened because of the accident.
At the same time to renew the contract for the supply of electricity from Ukraine to the Peninsula, the Russian authorities did not agree to the proposed Kiev wording in the new document that the Crimea is Ukrainian territory. By order of the President of the Russian Federation Vladimir Putin among the inhabitants of the Republic was carried out the survey. Crimeans were asked to answer two questions: do they support the conclusion of a contract with Ukraine unless it will be specified that Crimea and Sevastopol are part of Ukraine, and whether they are ready within three to four months «to temporary difficulties related to minor disruptions of energy supply». As the Crimea became part of Russia
