PACE deprives Russia of voting rights

Strasbourg. Fuad Gulubayli – APA. Discussion of report by Stefan Schennach on expansion of more sanctions on Russian delegation at the Parliament Assembly of the Council of Europe has finished. APA’s European correspondent reports that according to results of the voting, Russia was deprived of voting right at the PACE by the end of 2014.

 

At the end of discussions, Schennach personally was against the expansion of sanctions. He called on rapporteur parliamentarians to vote for only depriving Russian delegation of voting rights, as provided in the report. Moreover, for clarification of relations with Russia, the Austrian MP offered neighbor countries such as Azerbaijan, Moldova, Georgia, Ukraine to establish a special group within the PACE. According to him, this committee, to operate as subcommittee of the assembly, can consider relations between Russia and those countries.

 

Thereafter, it was held discussions and voting on making annexes and amendments to the report. Though the amendments offered by Ukrainian MPs and others who have critical positions against Russia were adopted, the proposals of Georgian MPs have not been adopted. The annexes and amendments # 3,6,11,12,14, the much important annexes and amendments on depriving Russia of all powers at the PACE, have not been adopted. However, the amendment # 7 and annex to this amendment of he report has been adopted. According to these amendments, Russian delegation’s voting right is frozen by the end of 2014. Moreover, the Russian MPs will not be able to participate in PACE Bureau, Committee of Chairmen, Permanent Committee and be represented in Assembly’s elections observation missions.

 

The report has been adopted through voting (145 – for, 21 - against).
