EU court denies Scot’s extradition appeal

Baku-APA. A European court has turned down an appeal by a British man who has been fighting extradition to the United States to face a murder charge for nearly a decade, APA reports quoting AP.

The European Court of Human Rights in Strasbourg, France, says extraditing Phillip Harkins to a country with the death penalty would not breach his human rights.

Harkins, a 33-year-old Scot, is accused of killing a man during an attempted robbery in Jacksonville, Florida, in 1999. He has been fighting extradition from Scotland since being released on bail in 2002.

He was arrested in the U.K. after the U.S. government applied for his extradition and gave assurances the death penalty would not be used in this case.

The European court ruled Tuesday that the U.S. assurances are "clear and sufficient."
