On June 23, the first meeting of the Commission established to prepare the “2027–2030 Socio-Economic Development Strategy” and the “Second State Program on the Great Return” was held under the chairmanship of Prime Minister of the Republic of Azerbaijan, Ali Asadov, the Cabinet of Ministers told APA.
The meeting was attended by Deputy Prime Ministers heading the working groups, government members, and representatives of relevant agencies.
Prime Minister Asadov stated that, following the 44-day war and the COVID-19 pandemic, Azerbaijan formulated strategic goals for 2021–2030 based on new conditions and resources.
These goals were outlined in five National Priorities as defined by Presidential Decree.
To implement these priorities, the President issued further decrees in 2022 that led to the adoption of the “2022–2026 Socio-Economic Development Strategy” and the “First State Program on the Great Return.”
As part of this strategy, AZN 7 billion has been allocated from the state budget, with approximately 78% of tasks already completed.
The implementation rate of the First State Program on the Great Return stands at around 79%. A total of AZN 21.6 billion has been allocated for the restoration of liberated territories through 2025.
So far, the construction of 15 settlements (cities, towns, and villages) in liberated areas has been completed in the initial stage, ensuring residential reintegration and economic activity.
Currently, 27 more settlements are under construction, 25 are undergoing renovation, and the foundations of 21 have been laid.
At the meeting, the Commission's working procedures were established, and upcoming tasks and next steps were discussed.
It was decided that maximum efficiency, quality, and timeliness should be ensured in fulfilling the tasks outlined in Presidential Decrees. Sub-working group meetings must be held at least once a month, with regular updates provided on progress.
A concrete timeline for drafting and finalizing the Strategy and State Program was also adopted.
PM Asadov emphasized that while developing these documents, current financial capacities must be considered, and all proposed actions should rely on realistic, precise, and measurable indicators. Additionally, relevant documents and optimized projects from the First State Program must be taken into account.
Conceptual matters and final drafts will also be discussed in phases at the Economic Council.
It should be noted that, by Presidential Decree No. 611 dated May 30, 2025, the Cabinet of Ministers was tasked with preparing the 2027–2030 Socio-Economic Development Strategy and the Second State Program on the Great Return within nine months.
To fulfill this order, the Cabinet issued a resolution on June 18, 2025, establishing a Commission chaired by the Prime Minister and approving its composition.
Two working groups—one for the Strategy and one for the State Program—were formed under the Commission, led by Deputy Prime Ministers Shahin Mustafayev and Samir Sharifov.
Nine sub-working groups were created for the Strategy and four for the Great Return Program.
In line with the “Azerbaijan 2030: National Priorities for Socio-Economic Development,” it is considered essential to define policies and reform directions that will ensure the continuity of recent socio-economic achievements, expand the inflow of foreign direct investment, strengthen the business environment, increase the economy’s knowledge and technology capacity, and ensure the sustainability of the Great Return to liberated territories.
