He said that submission of protocols from the polling stations to the constituencies and then to the CEC within the last two days ends. “The whole process will be held either in the districts or in the CEC with the participation of the observers and the mass media outlets”, he noted.
Panahov said that the observers have certain rights.
“No one can violate their rights. All conditions have been created for the observers in the polling stations. However, the observers have no right to interfere in the work of the election commissions. They can only carry out registration and report negative cases to the election commissions.
The CEC chairman recalled that four institutions are conducting exit-poll in connection with the elections.
