Zannier made the remarks at a joint press conference with Russian Foreign Minister Sergei Lavrov in Moscow.
The OSCE chief said that he discussed the ODIHR’s decision with both Azerbaijani Foreign Minister Elmar Mammadyarov and ODHR director.
“Indeed, the current situation is regrettable. Unfortunately, the agreement with the Azerbaijani government couldn’t be reached. It is not right for me to comment on the details of the issue. It seems that the parties have missed a chance to reach an agreement. As you know, there are specific regulations and a certain procedure regarding the elections. Azerbaijan has sent a request. There was a disagreement between Azerbaijan and the OSCE in this regard. An agreement on the operation of the ODIHR couldn’t be reached through bilateral consultations. I hope that this issue will be clarified in the consultations to be held in Vienna. I think that the two sides should continue consultations,” he said.
