Sevinc Osmanqizi, who resides in the United States, has been called in to the Prosecutor General’s Office, APA reports.

The Prosecutor General’s official statement on the matter was broadcast on ITV.

A formal notice has been sent to the accused, Sevinc Mirzayeva, by the Investigation Department of the Prosecutor General’s Office in accordance with Article 467-13.4 of the Criminal Procedure Code of the Republic of Azerbaijan.

The accused, Sevinc Osman gizi Mirzayeva, born in 1969, has been called to appear at the administrative building of the Investigation Department of the Prosecutor General’s Office of Azerbaijan on 20 November 2025 at 16:00.

On 23 February 2025, a decision was issued to bring charges against Sevinc Mirzayeva under Article 281.2 of the Criminal Code of Azerbaijan. As she fled the investigative authority and hid outside the borders of Azerbaijan, a search was declared for her on the same date for the purpose of announcing the charges.

By a decision of the Binagadi District Court of Baku dated the same day, an arrest warrant in absentia was issued against her.

On 18 September 2025, amendments and additions were made to the substance of the charges, and a decision was issued to bring charges against Sevinc Mirzayeva under Articles 220.2 and 281.2 of the Criminal Code of Azerbaijan.

According to the decision, reasonable suspicion was established that:

– through the YouTube channel “Sevinc Osmanqızı TV,” which she operates, she published video appeals on 17 February 2019, 17 October 2019, and 25 July 2020, influencing the will of individuals and encouraging them to act unlawfully, namely, to resort to force against the legitimately formed and functioning government of Azerbaijan, thereby promoting the violent seizure of power,

– acting jointly and with prior agreement with a group of persons with a single criminal intent, she called on people to actively disobey the lawful demands of government representatives or to participate in riots accompanied by violence,

– she disseminated such video materials via internet resources accessible to an unlimited number of persons,

– acting jointly and with prior agreement with Beydulla Manafov, son of Anvar, and others, she supported the statements of individuals with whom she acted in concert during dialogues on the same channel on 2 September 2023 and 13 January 2024, influencing people and encouraging them to resort to force against the legitimate authorities of Azerbaijan, to disobey lawful demands of government representatives, and to participate in riots accompanied by violence,

– she repeatedly disseminated these video materials via internet resources accessible to an unrestricted audience on the channel she operates,

– likewise, acting jointly and with prior agreement with Abid Gafarov, son of Abdin, and others, she supported the statements of individuals with whom she acted in concert during dialogues on 26 June 2024 and 9 December 2024, influencing people and promoting calls aimed at the violent seizure of power, disobedience to lawful government orders, and mass disturbances accompanied by violence,

– and she repeatedly disseminated such video materials through internet platforms accessible to an unlimited number of viewers.

In accordance with Articles 54-2.1.7 and 467-13.3 of the Criminal Procedure Code of the Republic of Azerbaijan, the accused Sevinc Mirzayeva is warned that if she fails to appear when called, in-absentia proceedings may be initiated against her, which may result in an in-absentia verdict or another final decision of the court.

Public activist Abid Gafarov, who resides abroad, has also been called in to the Prosecutor General’s Office.

Abid Gafarov, son of Abdin, born in 1981, must appear at the Investigation Department of the Prosecutor General’s Office of Azerbaijan on 20 November 2025 at 12:00, together with an identity document.

It is stated that a decision has been issued to bring charges against Abid Gafarov under Articles 220.2 and 281.2 of the Criminal Code of Azerbaijan.

According to the decision, reasonable suspicion was established that:

– acting jointly and with prior agreement with a group of persons, he repeatedly made deliberate open calls on 26 February 2024 and 28 April 2024 encouraging unlawful actions, namely, resorting to force against the legitimately formed and functioning authorities of Azerbaijan, with the aim of seizing power,
– he disseminated such video materials on the channels of “AzerFreedom TV,”

– acting jointly and with prior agreement with Sevinc Mirzayeva and others, he encouraged unlawful actions involving the use of force against the legitimate authorities of Azerbaijan during programs on 26 June 2024 and 9 December 2024, promoting repeated calls aimed at the violent seizure of power, disobedience to lawful government orders, and mass riots accompanied by violence,

– he disseminated such materials to an unrestricted audience through the YouTube portal on the channel “Sevinc Osmanqızı TV,”

– in addition, acting jointly and with prior agreement with others, he encouraged unlawful acts involving the use of force against the legitimate authorities of Azerbaijan on 5 September 2024, promoting repeated calls aimed at the violent seizure of power, disobedience to lawful demand of government representatives, and mass disturbances accompanied by violence,

– and disseminated such materials on the YouTube channel “AzerFreedom TV.”

Gafarov is warned that if he fails to appear when called, in-absentia proceedings may be initiated against him, and may result in an in-absentia verdict or another final decision of the court.

Furthermore, Beydulla Manafov, who resides abroad, has also been called in to the Prosecutor General’s Office.

A formal notice has been sent to the accused Beydulla Manafov by the Investigation Department of the Prosecutor General’s Office in accordance with Article 467-13.4 of the Criminal Procedure Code of the Republic of Azerbaijan.

The accused must appear at the administrative building of the Investigation Department on 20 November 2025 at 14:00.

On 18 September 2025, following amendments and additions to the substance of the charges, a decision was issued to bring charges against him under Articles 281.2 and 283.1 of the Criminal Code of Azerbaijan.
