Latif Huseynov: “Venice Commission has not made concrete proposal on formation of election commissions in Azerbaijan”

Regarding the probability of acceptance of the proposal on parity formation of the election commissions, Huseynov said this issue was not on the agenda. “Compositions of the commissions will not be changed”. The expert said the Venice Commission had not seen any serious problem in this issue. “Venice Commission didn’t make concrete proposal on the formation of election commissions”.
To him, it is not important to form composition of election commissions basing on parity for the purpose of democratic and transparent elections.
“There are enough guarantees in Electoral Code on democratic elections. Why is it considered that election commissions determine outcomes of the elections in Azerbaijan? Such approach is not right”, he said.
He noted that the last version of the document would be sent to the Venice Commission after adoption of amendments and annexes to Electoral Code in MM.
“Maybe, Venice Commission will announce its opinion on annexes and amendments to Electoral Code of Azerbaijan till June 14-15. I will participate in the meeting. I cannot say which amendments will be in the draft law raised for discussion in MM. If the draft law is adopted without change, the Venice Commission will estimate the draft law positively. There will be several infancies”, he said.
Huseynov added that annexes and amendments to Electoral Code and Freedom of Assembly would be laid on the tapis in the Parliament late in May.
