Draft law on “Annexes and amendments to the Electoral Code” submitted to MM

Amendments to the document signed by the President were submitted to Parliament on May 2. Moreover, a group of MPs have presented draft law on amendments to the Electoral Code.
“The draft law has been considered and will be discussed soon. Members of the Commission have proposed to diminish period of election campaign. This article has not been included in the Code. It will be discussed as a proposal”, he said.
Latif Huseynov, Azerbaijani member in Venice Commission provided information about amendments to the Electoral Code and noted that majority was of technical character.
“Here includes the prevention of illegal interference in election process, concrete list of voters, objective investigation of appeals, and announcement of outcomes of the elections”, he said.
Huseynov noted that location of agitating materials should be prevented in buildings, other places, except rooms. Pre-election agitation via state television and radio is not included in the proposals. Public television will implement this issue.
“Broadcast time is regulated with legislation on advertisement basing on paid–pre-election agitation”, he said. To him, implementation of accreditation of organizations carried out exit poll has also been included in proposals.
Huseynov added that CIC would pass decision on special servicemen within 5 days before voting.
MP Rabiyyat Aslanova proposed to take out inking fingers of voters from document. She estimated this Article as a violation of Human Rights. MP Panah Huseynov stated that amendments to the Electoral Code had not changed anything and would not ensure democracy of elections. After discussions, annexes and amendments to the Electoral Code have been submitted to consideration of the Parliament.
