The document says there is still tense situation in the region, and the situation on Georgia is extremely dangerous.
It also reads that some non-regional forces use the “frozen conflicts of the region to strengthen their influences contrary to Russia.
“The settlement of the Nagorno-Karabakh conflict isn’t sharp issue against the background of Georgia-involved conflicts. Present line- joint efforts of Washington and Paris to support Baku and Yerevan in direct negotiations seem optimal, it says.
Azerbaijan is called strategic partner of Russia for short and long time prospect.
“Mutual respect, confidence and equality atmosphere in our relations have turned out efficient. Azerbaijani leadership tries to continue the approaching line with Russia, it says.
The summary also analyzes the determination of the legal status of the Caspian Sea. Russia considers that Caspian countries have enough potential to solve the problems in security and other sectors without the external intervention.
“The construction of sub sea main lines should be implemented with the participation of Caspian countries not depending on routes. The protection of environment and bio-resources will be effective when the great part of the sea is in the common use of the Caspian countries. Following this, every Caspian country should have its national sea strip to provide state security and economic activity, it says.
Russia considers important the establishment of military-sea alignment united in regional format for ensuring regional stability and neutralization of threats and challenges and says it can only be achieved by the establishment of military-sea alignment on “Kasfor operative joint activity for providing security of the Caspian countries. /APA/
