International Carbon Action Partnership: It's nice to see COP29 being hosted in Azerbaijan

 "It's nice to see COP29 being hosted in Baku, Azerbaijan as any other oil and gas producing state, Head of the Secretariat at the International Carbon Action Partnership (ICAP) Stefano De Clara told APA.

He noted that he would be happy for the organization he leads to partner with the government of Azerbaijan: "ICAP is a partnership of governments that work on carbon pricing policies through emission trading systems. I'm not familiar with the policy setup of Azerbaijan because we mainly work on carbon pricing policy. And I heard that there was a discussion in Azerbaijan about potentially exploring the implementation of carbon pricing policies. If they're interested in carbon pricing or emission trading systems, we would love to work with them."

Stefano De Clara noted that it's nice to see COP 29 being hosted in Baku, Azerbaijan as in any other oil and gas-producing state: "We'll have to go through a process of understanding what the goals of the Paris Agreement mean for them and how they can achieve first of all, their NDC targets and overall the goals of the Paris Agreement. Hosting a COP could be also a process to be more closely engaged in that discussion. So again, from a carbon pricing perspective or climate policy perspective more broadly, we hope that the COP Presidency will also lead to more engagement with the Azerbaijani government on these topics."

He noted that the Paris Agreement and the new UNFCCC process is an inclusive process that requires the active engagement of all countries: "At the same time, climate change also requires joint action by everyone. We need to find ways to, as I was saying earlier, also engage with oil and gas-producing countries. And I don't think there could be a solution to climate change without the active engagement of all of those countries or of oil and gas-producing countries. And yeah, I think it's important for everyone to be part of the process.

I'm hoping that COP29 first of all will reach an agreement on the new global financing goals, which are really important. I mean first of all, again to meet the targets of the Paris Agreement, but most importantly to support developing countries in meeting the targets of the Paris Agreement. I'm also hoping to see agreement and Progress on Article 6 of the Paris Agreement. Article 6 can be an enabler of climate finance flows between countries and it can also be an enabler of additional action on carbon pricing. I'm also hoping that COP 29 Baku will provide positive momentum for new for all parties of the Paris Agreement to put forward new and more ambitious NDCs before COP30 in Brazil."
