Department of State said it violated the agreement between Moscow and Tbilisi to return the forces to prewar numbers and locations. State Department spokesman Robert Wood said Moscow’s act would violate the commitment.
“This latest announced build-up of the Russian Federation’s military presence in the Georgian regions of Abkhazia and South Ossetia without the consent of the Georgian Government would violate Georgia’s sovereignty and territorial integrity,” he said.

Russia announced it would set up one military base in South Ossetia and two bases in Abkhazia. Establishment of military bases in Java, Gudauta and Ochamchire would cost 12 billion rubles.
