Bill on education passes first reading

MP Musa Guliyev said social protection of education servants should be ensured and the law should reflect care for education servants.
MP Fazail Ibrahimli underlined that there are serious problems in the sphere of private education and added that the principle of student admission should not change. But there is a need for serious reforms.
“Children of rich persons study in prestigious faculties, this is not normal,” he said.
MP Panah Huseynli said that there is nothing new in the law, the majority of the items have been taken from the law adopted in 1992.
“But according to that law, the wages of education servants was set above average monthly salary. There is no such a principle in the new law. The law does not openly reflect the notion of student, pupil and teacher,” he said.
Vice-speaker Ziyafat Asgerov said that he supports adoption of draft bill.
MP Yevda Abramov said that problem on secondary schools should be reflected in the law first of all.
“Rectors should comment on the draft bill. Pupils and students come to school in expensive clothes and cars compared with teachers in several educational enterprises. How can teacher teach to such student or pupil? Care to teachers should be increased. Article on veil can not be dropped out of the law. Azerbaijan is secular state,” he said.
Chairwoman of State Student Admission Commission (SSAC) Maleyka Abbaszadeh spoke about reforms carried out in the admission.
“We got enough information about investigations carried out on education. 92% of applicants in the admission of last year in south region are boys. These are very serious issues,” she said.
Education Minister Misir Mardanov approved taking 5-year old children to kindergartens.
“We regard that 9-year compulsory education should be in secondary schools,” he said.
The draft bill was adopted after debates, 7 voted against it, but 106 for it. /APA/
