Parliament approves bill on extra authorities of municipalities

The next sitting of the parliament was held today, APA reports. The bill on extra authorities of municipalities was discussed. Arif Rahimzade, chief parliament’s commission for regional issues said as municipalities can not operate effectively with the existing authorities, extra authorities should be given to the,
“The bill envisages municipalities’ control over state-run establishments, improving and managing the spheres of education, health, culture, sport,” he said. Following this, the bill was debated.
Parliamentarian Fazil Gazanfaroglu offered to establish Baku Municipality. First vice-speaker Ziyafat Askerov spoke about the importance of the bill.
Parliamentarian Ganira Pashayeva mentioned existing problems concerning municipalities and underlined the necessity of establishing normal municipality.
“I think that the problem can be debated in May – while making additions to the budget,” she said.
Parliamentarian from Musavat Iltizam Ekberli also considered it necessary to give extra authorities to the municipalities. Panah Huseyn offered to unite the laws concerning municipalities under Municipality Code.
“We hope that not only members of YAP (New Azerbaijan Party) will be elected to the municipalities,” he said.
Siyavush Novruzov linked it with opposition’s missing the latest elections to local authorities.
Speaker Ogtay Asadov said that the parliamentarians’ proposals are interesting and will be analyzed. The bill was approved in the first reading. /APA/
