The "hostage" - wearing orange clothing similar to the jumpsuits worn by detainees in Guantanamo Bay - speaks eloquently to the camera in a British accent for around three minutes, but unlike previous Ä°SÄ°L videos featuring western hostages he is not beheaded.
Ä°SÄ°L has released three videos featuring beheadings, each carried out by another man with a seeming British accent.
In the last, it threatened to kill British aid worker Alan Henning.
In Thursday's video - titled "Lend Me Your Ears" and addressed to the Western public - the man asks why he and others have been abandoned by the U.K. and U.S. governments, when other European governments have negotiated for the release of their hostages.
