Baku-APA. Officials in the Philippines say government forces have arrested a top communist rebel leader on the eve of the resumption of peace talks between the government and the Maoist rebels, APA reports quoting voanews.com website.

Military spokesman Jose Mabanta said government troops captured Alan Jazmines, a member of the central committee of the Communist Party of the Philippines, on Monday in a village in Bulacan province north of the capital Manila.

The government and the communists are set to start a new round of peace talks Tuesday in Oslo, Norway aimed at ending the 40-year conflict, which has claimed more than 100,000 lives.

The military and the Communist Party’s armed wing, the New People’s Army, have declared a ceasefire for the duration of the week-long talks.

The two sides have not held formal talks since 2004.
