Baku-APA. The U.N. Security Council began meeting Thursday to discuss whether to set up a new office to back U.N. and Arab League efforts to end to the 18-month crisis in Syria, APA reports quoting Xinhua.

The 15-nation council started the meeting behind closed doors at around 10:00 a.m. EDT (1400GMT), with the clock ticking down towards the end of the U.N. military observer mission’s mandate on Sunday.

The meeting was proposed by U.N. Secretary-General Ban Ki-moon, who said in a letter to the council last Friday that Syria now risked "a descent into a full-scale civil war."

The French permanent representative to the United Nations, Gerard Araud, who holds the rotating Security Council presidency for August, said the council members would discuss the U.N. observer mission and Ban’s proposal, and would be briefed by Edmond Mulet, the U.N. assistant secretary-general for peacekeeping operations.

Ban, in his letter, supported a continued U.N. presence in Syria.

"It is imperative for the United Nations to have a presence in Syria," to undertake humanitarian operations in a bid to support the United Nations and Arab League in their efforts "in mediating and facilitating a peaceful resolution to the crisis."

"I intend therefore to work in the immediate future towards establishing an effective and flexible United Nations presence in Syria that will support our efforts with the parties to end hostilities," Ban said.

The United Nations Supervision Mission in Syria (UNSMIS) mandate ends at midnight Sunday and the Security Council would decide whether to establish a political liaison office in Damascus to support a political settlement to the Syrian crisis, including efforts to support whoever takes over from Kofi Annan as the special envoy of the United Nations and Arab League for Syria, diplomats told Xinhua.
