"We’re watching with considerable encouragement the advances that the rebels have made," Nuland told reporters at a regular news briefing.

The opposition forces on Saturday won control of the town of Zawiyah, 30 miles (about 48 kilometers) west of Tripoli, the Libyan capital still under the government’s control. Zawiyah, located on the main highway from the capital to Tunisia, has been a lifeline for the Libyan government.

Libyan leader Muammar Gaddafi on Monday called on his supporters to pick up weapons and go to the fight to "liberate Libya inch by inch from the traitors and NATO."

"I think what we’re seeing is an effort by the rebels to choke off the access routes into Tripoli and to up the pressure on Gaddafi," Nuland said.
