Complaints regarding violations of the right to housing can be submitted directly to the United Nations, Koldo Casla, UN Special Rapporteur on the right to adequate housing, said at the panel titled “Global Housing Crisis – What’s the Plan?” held within the framework of WUF13, APA-Economics reports.

He stated that he was recently appointed to this position and that his main goal is to establish direct contact with governments, civil society and people facing housing problems.

According to Koldo Casla, the UN Special Rapporteur has three main functions. The first is to conduct research on global topics such as housing finance, accessibility and the destruction of residential buildings during wars. The second direction is country visits. He noted that he visits at least one country every year, meets with government representatives, civil society and people facing homelessness or forced displacement, and prepares recommendations. The third direction is the acceptance of individual and collective complaints.

According to him, it is possible to apply to the UN from any country in the world regarding cases of mass displacement, violations of land rights or violations of the right to affordable housing.

Koldo Casla stated that the main principles in housing policy are non-discrimination, state accountability, mobilization of maximum resources and the non-regression of acquired social rights.

He emphasized that housing is not only living under a roof, but also a fundamental human right that includes criteria such as security, affordability, accessibility and cultural adequacy.
