Nationalization of surnames is a hotly debated issue in Azerbaijan, Ali Huseynli, chairman of the parliamentary Committee on legal policy and state building said at the Azerbaijani Parliament’s session on Feb. 23, APA reports.
He noted that people must be given freedom of choice.
“However, we had a law on the nationalization of surnames of new generations. Surname endings of new generations are already nationalized, and it is possible to make a choice. I think that there is no problem with the application of this law. Other people can also use this opportunity. Let me remind that currently the process of nationalization of surnames can easily be implemented via ASAN Service,” the chairman said.
Touching upon the order of the Azerbaijani president on the development of the advocacy, Huseynli said it is an important event.
“The factor of carrying out additional measures on the development of the advocacy prescribed in the order is very essential.
I do not share the viewpoint of those who disagree with the entrance exams. Because when we abolished the legal representative of individuals, our argument was that according to the Constitution the state should provide professional legal protection. That is why we have adjusted the law and currently, the protection of rights in courts is only provided by a member of the Collegium of Advocates. If lawyers are not professionals, they may seem vulnerable to legal disputes. We can not accept that argument, for example, the prosecutor's office passes all exam stages, but the lawyers do not. This is not a solution to the problem. The last exam demonstrated that 1/3 of the exam participants successfully passed the test.
And experience shows that the second and third stages in exams are very important. A writing exam is not an indicator of professionalism, there is a need for a further stage."
