Veterans of I Karabakh war cannot receive new veteran cards and compensations

Some citizens defended Azerbaijani territories in 1992-1994 taking part in the military operations in Nagorno Karabakh against Armenian aggressors cannot receive their new veteran cards in the military commissariats. War veterans from different regions of Azerbaijan told APA, they are facing with problems in the re-specification of their documents. They said military commissariats were not responding their inquiries and delaying documentations. Majority of veterans of self-defense units are facing with such problems. Commissariats said that the documents were lost after the divestiture of self-defense units. Azer Suleymanov served in the self-defense unit in Fuzuli Region in 1992-1993 said he had asked Fuzuli regional commissariat for several times after the ceasefire was reached, but couldn’t receive the veteran status. The commissariat said his unit was abolished and documents were lost and it was impossible to provide him with the veteran documents. Garrison Military Procuracy investigated this issue and approved Suleymanov’s participation in the battles and decided to give him veteran card. The Defense Ministry did not answer the surveys more than one year. Fuzuli Rzaguliyev, Chairman of Association of Azerbaijan Patriotic War Veterans told APA that hundreds of fighters had faced such problems.
“There were many veterans gained this status by means of false ways. They gained this status by the presentations of Executive Powers. Commissariats had also interests”, he said.
To him, the other problem is linked with that several persons have been drafted and released from the military service under internal command of the military unit commander in 1991-1994. They have not drafted to military registration and registered to the military units. Payment of AZN 15-compension for abolished privilege has been stopped, because of redefinition of veterans.
Ilgar Verdiyev, Spokesperson for Defense Ministry told APA that there was not any problem on the definition of veterans.
“The appeals have been investigated within a month and replied”, he said. Rasim Sadigov, Chief of Socio-Political Department of Military Commissariat refuted the facts on bureaucracy in commissariat. To him, those who faced the problems have not participated in the battles and gained status of veteran from the Executive Powers.
