Kamala Guliyeva – APA. “It was possible to hold successfully the final exams in all regions of the country in a short time because we approach systematically to the smallest organizing works and carry out extended analysis. After the decision to hold final exams by the SSAC, We say that the final exams will be held on main two subjects in the secondary schools – “Native language” and “Mathematics”, Chairwoman of the State Students Admission Commission Maleyka Abbaszadeh said in her interview to APA.

According to her, in practice, the classic pedagogy covers 30 questions program: “A person, who learnt the 30% of the program, must answer 8-9., maximum 10 questions correctly. That’s why at first we announced that a pupil must answer at least 8 questions correctly to get a successful mark. When determining the preliminary results on Baku, we announced that persons, who answered 5 questions correctly, will get “3” mark. The fact is that the results of Baku and several regions were always higher than the average republican results. 80-90% of school-leavers attend the entrance exams in Baku. But there are such regions that the 25-30% of school-leavers file documents to the higher education establishments. The other 70% were not coming to the entrance exams and we couldn’t assess their knowledge level. 97,005% of pupils of 11th classes and 91,15% of pupils of the 9th classes on Baku had successful result on five-grade scale. We decided the results of the regions will not be better than that and decided to write the “3” mark to the pupils, who got 5 grade. By this criteria, 89,61% of pupils on 11-year base showed a successful result within a whole country. Only 80% of pupils on 9-year base showed a successful result. By comparison, if we had written “3” mark to pupils answering 8 questions correctly, then 69% of pupils from 11th classes and 48,47% of pupils from 9th classes would have got a positive mark.

SSAC Chairwoman underlined that the regional and village teachers fulfilled their duties conscientiously in the final exams: “Only one fact of violation by the teacher was found in Aghsu region. A teacher wanted to held pupils to answer the questions and she was removed from exam”.

Maleyka Abbaszadeh said that there were many shortcomings in the e-database presented by the Education Ministry to the SSAC: “For example, 1768 boys and 1427 girls passed exam on the 9-year base in Jalilabad. Number of girls in the 9th class is less by 300 people. This number can be less by -35 people. It is abnormal that this number is less by 30%. 1158 boys and 1330 girls on 9th class attended the exams in Shamkir. Where are 200 girls of the 9th class. According to preliminary data, 90,000 pupils on 11th class had to participate in the final exams, but 78,000 pupils attended the exams. Its reasons will be researched. 115,000 of 125,000 pupils on 9-year base participated in the exam. 10,000 pupils disappeared again. These lists will be researched at all schools”.

Abbaszadeh said that there were many errors in the inclusion of annual marks to TIMS Program: “It was written in the President’s decree that the Education Ministry’s material and technical base had to be given to us. We were considering that that base is clean, because the Education Ministry held monitoring exams within a year. If these exams had been held on the real scientific bases, it would have been possible to found the shortcomings during the monitoring exams. The exams, which have been held up to now, aimed at throwing dust into the eyes of society. Nobody knows what works are taken backstage. The fact is that we can’t finish cleaning these bases. Our main purpose is not to find the shortcomings in the education process of secondary schools, but to define the knowledge level of children”.

The SSAC chairwoman said that 89, 61 % of pupils finishing the 11th class this year will get attestation: “80% of pupils participated in exams held for 9th class pupils will get certificates. Pupils who failed the exams on 9-year base and couldn’t get the certificate will participate in the exam in September”.

Maleyka Abbaszadeh also responded to the question on the manner of holding the pupils’ attestation: “The attestation will be held on all subjects. The rules will be soon identified. For example, the attestation of one subject finishes in the 7th class, another one – in the 8th class. We must carry this attestation either in the centralized form in schools, or the schools have to hold them on the base of given algorithms. After approving the new rules, the model of the next year will be discussed and made public”.

Mentioning that generally about 100 pupils were excluded from the final exams this year, Maleyka Abbaszadeh said that relevant materials dealing with the above mentioned facts were submitted to Yevlakh Region Prosecutor’s Office: “The false certificates with the photos of two different people were presented to the school leadership at the same time by the same people. The materials were submitted to the Prosecutor’s Office dealing with these issues”.

Maleyka Abbaszadeh said that the National Strategy on Educational Development of Azerbaijan has already been prepared and it includes the transition to 12 years educational system: “We need at least 5 years to pass to 12 years system. Programs, curriculums and textbooks must be changed. The date of start of this process must be announced in advance”.
