Practice shows that the majority of people who received religious education abroad fell precisely into the sphere of influence of foreign religious groups. Of course, this cannot be said about absolutely everyone who received religious education abroad. Therefore, one of our main goals is to create all levels of religious education in Azerbaijan and improve its quality, Chairman of the State Committee for Work with Religious Structures Mubariz Gurbanli said in an interview with APA.

According to him, education at all levels of religious education should be free: “This is one of the main goals of creating the Azerbaijan Institute of Theology and the Baku College of Theology. If earlier people went abroad to receive higher or secondary specialized religious education, now we recommend that those wishing to obtain a higher education enroll in the Azerbaijan Institute of Theology, and those who want to obtain a secondary education special religious education - to enter the Baku College of Theology. This is an important decision in terms of training national personnel in this area, transparency in the field of religion in the country."
