"Now when the authorities ... decided to re-establish the operations in Europe, that means that it is safe," ICAO President Roberto Kobeh Gonzalez told reporters after meeting U.N. Secretary-General Ban Ki-moon.

He had been asked whether it was now safe to fly to Europe despite the volcanic ash cloud that shut down air traffic across much of the continent in recent days.

ICAO Secretary-General Raymond Benjamin said that authorities were able to declare that the danger had passed and there was no longer a serious liability risk for airlines flying in the atmosphere.

"If there are ashes we don’t fly," Benjamin said. "No one will fly if there is a risk."

European airports were beginning to return to life on Tuesday after five days cut off from the rest of the world by an ash cloud created by an erupting volcano in Iceland.
