Born on September 23, 1969, Ordukhan Teymurkhan Babirov has been summoned to the Investigation Department of the Prosecutor General’s Office of the Republic of Azerbaijan.
Ordukhan Teymurkhan must appear with an identity document on May 16, 2025, at 12:00 PM at the administrative building of the Investigation Department of the Prosecutor General’s Office of the Republic of Azerbaijan, located in Baku city, Binagadi district, Darnagul residential area, 21st Daghlig Street, 3105th neighborhood.
It has been emphasized that a decision was made on September 7, 2020, to charge Ordukhan Teymurkhan as an accused person under Articles 12.1, 34.2, 220.2 and 12.1, 34.2, 281.2 of the Criminal Code of the Republic of Azerbaijan.
According to this decision, there are well-founded suspicions that between April 19, 2019, and August 7, 2019, he acted in advance collusion with others—including individuals who had already been convicted by a legally binding court verdict—and made open calls through video content shared on his "YouTube" and "Facebook" social media accounts aimed to violently seize or retain power in the Republic of Azerbaijan, forcibly change the constitutional order, and incite mass riots accompanied by violence and resistance against law enforcement.
It was stated that since Ordukhan Teymurkhan Babirov fled the investigation and hid outside the borders of the Republic of Azerbaijan, it was not possible to bring charges against him, so a search was declared for him by a decision dated September 07, 2020, and a preventive measure of arrest was chosen by a decision of the Nasimi District Court of Baku city dated September 07, 2020.
The accused, Ordukhan Babirov, has been informed that he has the right to personally participate in the preliminary investigation, to be represented by a defense attorney of his own choosing, and to exercise other procedural rights. If he wishes to use a defense attorney, he must provide the relevant information about the attorney to the investigative authority conducting the criminal proceedings.
It was noted that, in accordance with the requirements of Articles 54-2.1.7 and 467-13.3 of the Criminal Procedure Code of the Republic of Azerbaijan, the accused Ordukhan Babirov is warned that if he fails to respond to the summons, proceedings in absentia may be initiated against him in accordance with the procedure established by the Criminal Procedure Code of the Republic of Azerbaijan, which may result in a verdict in absentia or another final court decision being issued against him.
