"No cyber fraud victim in Europe has been able to recover their stolen money," Lieutenant Colonel Elshad Hajiyev, head of the Press Service of the Ministry of Internal Affairs, said during the panel session titled "Safe Digital Media Environment: Informed Users" at the 2nd Forum on “Public Processes in the Media Space” organized by the Media Development Agency, APA reports.
He noted that if the stolen funds are in Azerbaijan, they can be tracked, but if they are abroad, they are not recoverable.
"If money is withdrawn from a bank card and not reported within an hour, it is lost and transferred out of the country: “After that, it's impossible to trace where the money went. Victims of cybercrimes include teachers, doctors, and high-ranking officials. There are no issues with bank security. Let’s not look for someone to blame,” the Ministry official stated.
