The amnesty declared in connection with the “Year of the Constitution and Sovereignty,” pursuant to the decision of the Milli Majlis dated December 19, 2025, was applied to 3,846 convicted persons between December 22 and January 7 by the Penitentiary and Probation Services of the Ministry of Justice (including the Nakhchivan Autonomous Republic), the Ministry of Justice said in response to an inquiry from APA.
It was noted that 1,799 of them were released from fixed-term imprisonment, and 1,764 were released from non-custodial sentences. The prison terms of 250 individuals were reduced by six months, while the non-custodial sentences of 33 individuals were also reduced by six months.
Among those serving sentences in correctional facilities, 2 individuals were released due to participation in the Patriotic War, and 8 individuals were released because they had reached the age of 60 by the day the decision entered into force.
Of those granted amnesty, 367 had committed crimes posing no significant public danger, 2,992 had committed less serious crimes, and 487 had committed serious crimes.
In addition, among those covered by the amnesty, 3,625 are men, 210 are women, and 11 are minors.
The implementation of the amnesty act is ongoing.
