The expert said that Seismological Service Center began to judge buildings to withstand various magnitude quakes after November 25, 2000 when the last strong earthquake occurred in Baku.
“We test the site, composition of minerals and water and judge finally whether in what magnitude tremors might shake the site in case earthquake occurs in the Caspian Sea. Our judgment reflects how strong shakes these buildings would withstand,” he said.
Mr. Hasanov said that he judged that nothing would happen to the already collapsed building constructed by Mutafakkir company if were built in capacity of resisting 9 magnitude earthquake. The Service director also said it is up to State Construction and Architecture Committee at the Cabinet to examine how resistant are buildings. He said according to the regulations confirmed by the Cabinet in 2003, the State Construction and Architecture Committee is responsible to control engineer research, drawing and building standards and regulations. Reconstruction works can be held only in accordance with asserted documents on projecting.
Mutafakkir construction company started to construct the building in 2002. So it is strange that the judgment on the building resistance against shakes was made in 2004. /APA/
