Monitoring Group for Armed Forces Public Control worked out a report on the situation of human rights in Azerbaijan Armed Forces according to the results of 2006, APA reports.
Yashar Jafarli, chairman of Reserved and Retired Officers Public Union, said that the report will be presented to the law-enforcement bodies and President. 20-25 thousand Azerbaijani soldiers were killed, 4500 were missing, taken captive and hostage during the Armenia’s military aggression to Azerbaijan in 1991-1994.
“Near 3 thousand Azerbaijani military servants were killed in the front line during the ceasefire. 46 militants were killed and 15 were wounded last year. 3 soldiers-Vusal Garacayev, Samir Mammedov and Eldeniz Nuriyev- were taken captive in 2006, the report reads.
Yashar Jafarli said that no reform was carried out on the improvement of social and right defense of military servants in 2006. The families of missing people, hostages and captives were not issued any status and privileges. Local executive bodies didn’t allot cite for them according to the requirements of 12 articles of the law on Status of military servants. He added that a lot of negative cases are observed in the military service.
“The Ministry of Defense doesn’t take measures against the issue or hides the facts, he said.
Ilgar Verdiyev, officer of the Ministry of Defense, told APA that they are ignorant of the report. He added that the ministry fights against these facts.
“It is wrong to blame the ministry as it is not in its authority to adopt laws on improvement of social state of military servants. As to the corruption, the ministry and Military Prosecutor’s Office punishes the culprits if the facts are found out, he said. /APA/
