Ombudsman received 8800 appeals in 2009

7365 (83.7%) of these calls are complaints. 982 (13.3%) complaints related to the courts, 415 (5,6%) - Public Prosecutor’s Office, 1239 (16.8%) - police (of which 112, or 9% of the traffic police), 688 (9,3% ) - the local executive authorities, 441 (6%) - non-execution of court decisions, 205 (2,8%) - the municipalities. These facts were reflected in the annual report for 2009, presented by the Ombudsman in the Parliament.

The Ombudsman’s report, which will be presented and discussed at the meeting of the Parliament on April 2, points out that people confronted with bureaucracy and indifference, as a result of negligence and arbitrariness of some officials in the field, have to appeal to central authorities. Such cases are associated with physical, and material difficulties and cause anxiety and frustration: "The analysis of complaints suggests that there are still bureaucratic delays, which are considered the main obstacle in ensuring citizens’ right to appeal, and some officials of his own personal benefit still placed above the lawful rights and needs of people. In general, the reason for the increase in the number of complaints and disturbing fact is the poor activity of civil servants, paid no attention to the needs and difficulties of people unable to solve their problems and showing indifference towards its citizens, their local structures for a variety of issues".

The report also says, on the whole 51060 appeals has been addressed to Ombudsman in her activity. 83,7% of the requests were complaints, 16,2% - applications, 0,1% - offer: "In accordance with the requirements of constitutional law, the Ombudsman rejected the consideration of 48,9% of the complaints, the reason being that they were not included in its mandate , that is - more than a year after the violation of the rights of the complainant or the complaint was anonymous, or have been transferred for execution to the court, no new information and facts in re-submitted the complaints. 51,1% of complaints were taken for execution, 44,7% - is satisfied that roughly corresponds to the level of performance that exist in Europe and the former Soviet Union.
